PENAL REFORM
HOWARD LEAGUE MEETING The annual meeting of the Auckland branch : of the • Howard League for Penal Reform was held last night. The chairman, Mr. C. L. Gillies, in re-viewing-the work of the league, pointed out that although there had been little real change of outlook recently by the authorities administering the penal system, the Minister of Justice had recently set up a law reform committee which might, pave tha way for progressive legislation. Reference was made by Mr. Gillies to the i)ccd for child guidance clinics. The establishment of the Institute for the Scientific Treatment of Delinquency, in London Mas a great advance towarda more rational treatment of offenders. The following officers were elected:— Chairman, Mr. C; L.' Gillies; honorary secretary, Miss L. V. Langsford; honorary treasurer, Mr. Egerton Gill; honorary auditor. Miss A. Basten; honorary solicitors, Mr. A. K. Turner and Mr. T. E. Henry.
