BRITISH DESTROYER TROUBLE IN SOUTH-EAST (Received August 20, 5.5 p.m.) SHANGHAI, August 29 The British destroyer Delight is hurrying from Hongkong to l<oochow, on the south-east coast of China, where anti-Japanese riots may endanger
foreigners. Jtipan has withdrawn her Consular stall' and 100 nationals from Amoy, ];j() miles south of Foochow, where Chinese irregulars are conducting a siege. /'AMERICAN INTERESTS ,• / COMBATANTS NOTIFIED RESPONSIBILITY FOR DAMAGE (Received August 20, 5.5 p.in.) NEW YORK, August 28 The Secretary of State, Mr. Cordell Hull, announces that he has notified China and Japan „that the United States Government will hold them responsible for damage to United States property and injury to United States nationals. The New York Times interprets the Note as a warning to Japan not to interfere with American vessels.
