AMERICAN BLAMES TREATY. PROPOSALS FOB- PEACE WASHINGTON, July 8 The ''super-vengeful" provisions of the Versailles Treaty have been blamed for the present troubles of Europe by the Under-Secretary of State, Mr. S. Welles. To assure peace Air. Welles suggested the restoration of the sanctity of treaties and international law, abolition or reduction of artificial trade barriers, limitation and eventual reduction of armaments, frequent conferences and exchange of views between the nations. By inference Mr. Welles condemned the German-Italian and Russian-French attitude on intervention in Spain and praised British efforts to make the nonintervention_gact. effective*
