JEWS IN PALESTINE formation suggested SEPARATE STATE FOR ARABS The creation of a Jewish State in Palestine, as a Dominion within the British Empire, with membership of the League of Nations, is one of the proposals being considered by tho lUi.vnl Commission appointed to find a solution to tho recurring friction between Arabs 'and Jews in that country, wrote the political correspondent of the Daily Mail on May 24. According to a cablegram from London tjiis week the report of tho Commission is to be published in London to-dav.

Discussing the Commission's deliberations. the Daily Mail's correspondent added: —Members of the Commission, it is stated, are convinced that the only way to end this friction is for Britain to ask the League to terminate the present mandate and for tho League to agree to tho partitioning of the country.

The partition would be drawn from the Sea of Galilee to the Dead Sea. Territory east of this line would be formed into an Arab State under the sovereignty of the Emir Abdullah of Transjordania, while tho Jewish State would be created out of tho coastwise districts.

Haifa would be an international port, and the holy cities of Jerusalem, Bethlehem and Nazareth would come under a new British mandate from tho League. Britain would be responsible for the defence and internal order in the new Jewish State. The proposal to ask the League to admit the new State to membership would give tho Jews international status, which many of their race are anxious to obtain. No' final decision has yet been reached by the Commission on these proposals, stated the correspondent, nor has it yet produced plans to safeguard minorities in the proposed States, or offered solutions of problems connected with customs, transport, emigration and public service generally. When the Cabinet receives the Commission's report it will decide what recommendations, if any, shall be made to the League of Nations, under which Britain holds a mandate for supervising the welfare of the country.
