National Memorial Fund tvas made by the president of the New Zealand Labour Party, Mr, .Tames Roberts, in an interview. Mr. Roberts said that the memorial which had been proposed was particularly fitting. In his opinion the real test of the nation's economic and social status rested on three things —its provision for old folk, its treatment of its women, and its attitude toward children. In the health camp movement New Zcalandcrs were recognising their obligations to the children, and lie was sure everyone, irrespective of party or creed, would recognise that their first duty was toward the children. / "Children are our first consideration," said Mr. Roberts, "and anything that can bo done to eliminate suffering and increase their health and happiness has my fervent support. Few New Zealanders realise that this country, in common with 53 other nations, is bound by a declaration which has rightly become known as the children s charter. This declaration was signed by members of the League of Nations at a General Assembly in Geneva in 1924, and I think that it is fitting that during the present appeal it should be brought under the notice of the public. "The declaration reads as follows: — '(1) The child must be given means for its normal development, both materially and spiritually. (2) A child that is hungry must be fed. a child that is sick must be nursed, a child that is backward must be helped, a delinquent child must be reclaimed, the orphan and the waif must be sheltered and succoured. (3) The child must be the first to receive relief in times of distress. (4) The child must be put in a position to earn a livelihood and must be protected against every form of exploitation. (5) The child should be brought up in the consciousness that its talents are to be useful in the service of its fellowmen.' "
