BAN ON COMMUNISTS
JAPANESE MINISTER INSTRUCTION TO JUDGES TOKIO. Dec. 29 "Communism is designed to encourage hostile feelings among the people and must be totally suppressed," declares the Minister of Justice, Dr. Baisaburo Hayashi, in warning judges that the existence of even one or two Communists should not be overlooked. They must be exterminated. The Minister bans the expression Popular Front, which lias recently been widely used.
