The League's Armament Year Book, in which it is emphasised that the figures are not definite owing to the secrecy of records, states that 8,200,000 men were under arms in 1936, of whom Europe's share was 4,600,000, equalling the total for 1913 It is pointed out that these figures exclude semi-military organisations such as Black Shirts and Brown Shirts. J 00,000 Tt is estimated that at least 17 battleships of between 26,000 and 35,000 tons will be under construction by the middle of 1937.
