MOSCOW ARRESTS
STATE OF TENSION RUSSIA AND GERMANY ALLEGED CONFESSIONS MUNITION SHAKES RISING By Telegraph—Press Association—Copyright (Received November 18, 5.5 p.m.) TOKIO, Nov. 17 Shares in munition and armament concerns are rising owing to the tension between Germany and Russia caused by the arrests in Moscow of Germans accused of espionage. A message from Moscow states that the German Ambassador, Herr Selmlenberg, visited the Foreign Minister, M. Litvinoff, and made further representations regarding the arrested Germans. It is stated that M. Litvinoff told Herr Selmlenberg that the majority of those arrested had already confessed.
