NO ENEMY FEAEED NOT ARMING FOR ATTACK WARNING TO AGGRESSORS By Telegraph—rress Association—Copyright (Received November 31, 10.25 p.m.) MOSCOW, Nov. 10 The Russian Premier, M. Kalinin, in the presence of M. Stalin, to-day decorated M. Litvinoff with the Order of Lenin—Russia's highest honour. In acknowledging the decoration, M. Litvinoff said the Soviet now was so strong that it did not fear any enemy or combination of enemies. "We are not arming to measure our strength with anyone," he said, "but so that others may not entertain the impudent hope of measuring their strength with ours." The Soviet stood for a system of collective security within the League of Nations. The only alternative was a rapprochement with possible aggressors. "So far as we are concerned," concluded M. Litvinoff, "we are relying upon our own means of defence, and wo can wait patiently while Europe chooses, knowing that others cannot achieve peace without us."
