STRENGTH OF ARMS SAFEGUARDING PEACE ROME, August 30 Buglers having sounded "silence," Signor Mussolini spoke "for the Army and for the nation" to thousands of people assembled in the little town of Avellino. Loud-speakex-s for a mile along the main street broadcast his words, which marked tho termination of the grand southern manoeuvres. "With a simple word Italy can mobilise 8,000,000 men in a few hours," declared II Duce. "The sacrifices of Fascism demand that internal and external peace bo safeguarded. While we reject the idea of perpetual peace, which is contrary to Fascist doctrine, we desire to live as long as possible in peace with all. "It is impossible to stop tho armament race. We control the seas, land and skies. We must be strong—always stronger—and able to look destiny in the face, subordinating our national life to this."
