NEW CONSTITUTION FUTURE PARLIAMENTS \ EXTENDED FRANCHISE By Telegraph—Press Association—rCopyright (Received Juno 2, 7.55 p.m.) LONDON, June 2 The Moscow correspondent of the News Chronicle reports that the draft of the new Soviet Constitution provides that a Parliament be elected every five years consisting of a Lower House of 600 members, where all legislation will be initiated, and an Upper House of 1 200 members.

The franchise will be granted to all workers, including clergymen and former Tsarist officials, who hitherto have been disfranchised. Parliament will assemble twice a year for a period of 60 days in each session.
