The Foreign Office informed Berlin before his application for a Consul's " exequatur " (official recognition) that it would be refused. The Consul-Generalship, which is vacant, would have enabled Dr. Bene to interfere officially in matters concerning refugees, and have given him diplomatic immunity under which he could carry on Nazi activities.
