ALLEGED TREACHERY
JAPANESE ARRESTED SPYING FOR THE SOVIET TOKIO. April 22 The newspaper Hochi Simbun announces the arrest of 17 Japanese on suspicion of complicity in espionage involving the Soviet. The paper a.ccuses the Russian Embassy of maintaining a network of spies preparatory to war with Japan. These spies are alleged to have reconnoitred internal conditions with the intention of reconstructing the Japanese Communist Party—action which entails the dejith penalty.
