AKBITRATION BILL CONTINUATION OF DEBATE SOME TOUCHES OF VARIETY [BV TELEGRAPH —SPECIAL REPORTER] WELLINGTON, Thursday A fairly leisurely pace was set in the House of Representatives to-day when the main subject for»discussion was the Industrial Conciliation and Arbitration Amendment Bill. The second reading debate, which was opened last night, \ras continued throughout the day and notable features were the contributions by the Prime Minister, Mr. Savage, and the Leader of the Opposition,, the Rt. Hon. G. W. Forbes. There were also ntaiden speeches by Mr. C. L. Hunter (Government —Manawatu) and Dr. D. G. McMillan (Government —DuneJiu West). In some quarters it was believed that the Government would takn urgoncy for the measure to-day but apparently a decision has been made not to rush matters unduly. Government speakers again were in the majority and extensions of tiijie wero freely granted. Before the debate was resumed there was a brief discussion on prospects for the wood-pulp and paper-milling industry in New Zealand, arising from the second reading of a private bill designed to legalise a water supply for Whakatane Paper Mills, Limited, from the Whakatane River. There was witnessed the unusual position of Sir Alfred Ransom (Opposition—Pahiatua) and Mr. C. L. Carr (Government —Timaru) uniting in advising the Government to deal cautiously with the new industry. Another touch of variety was protided bv a dispute in which the claims of Mr. R. A. Wright (Independent— Wellington Suburbs) to be a member of the Local Bills Committee were discussed. The question was debated almost with heat until the Hon. A. Hamilton (Opposition—Wallace) offered to stand down in Mr. Wright's favour. The House rose at 10..'J0 p.m. and will meet again at 10.30 a.m. to-morrow. Mr. W. J. Jordan (Government — Jlanukau) has been appointed chairman of the Industries and Commerce Committee.
