AFRICAN MANDATES
POLICY OF THE UNION NO QUESTION OF SURRENDER EUROPEAN RUMOURS DENIED By Telegraph—Presa Association—Copyright LONDON. April 19 The Johannesburg correspondent of the Times reports that while the Union of South Africa is closely interested in the future of mandated territories, it is nied that the Government is taking a leading part in negotiations for or against a change in mandates. The rumours current in Europe that the Union would apply for any mandates relinquished and is organising a common African front against the German demand for colonies are described as fictitious. Tlio official policy in reference to South-west Africa is clear. There can be no question of its transfer from the mandatory status and restoration to German sovereignty. On the contrary, a Government Commission is now investigating the demand raised for the incorporation of Southwest Africa as a fifth province of the Union though it is still under mandatory machinery.
