WASHINGTON. Feb 28 •The final draft of the Soil Conservation Bill has been passed by both tlio House cf Representatives and the Senate. It will be signed by President Roosevelt within a few days, thus supplying a substitute for the Agricultural Adjustment Act, declared by the Supreme Court to be illegal.
