jOXFORD COUNCIL'S ACTION AN INVITATION DECLINED , (Beceived February 28, 6.35 p.m.) LONDON. Feb. 27 Following a lengthy public eontl •oversy as to whether Oxford was 1 justified in accepting an invitation to attend the anniversary of Heidelberg .University in view of the exclusion of I Jews from German universities, the Oxford Council has replied that it does not propose to send a representative. II; calls attention to Heidelberg's motto:. "Always open" and expresses the hope tliat Heidelberg will keep knowledge open to those who are united in their jseal for instruction.
