BECENT DISCOVERIES AMERICAN EXPLORERS QUESTION OF SOVEREIGNTY PROFESSOR URGES CLAIM By Telegraph—Press Association —Copyright (Received February 21, 6.15 p.m.) NEW YORK. Fob. 20 That Congress should immediately officially claim sovereignty over the Antarctic areas explored by RearAdmiral Byrd and Mr. Lincoln Ellsworth is argued by Dr. Charles H. Hyde, Professor of International Law, Columbia University, in an article published to-day. The ( writer says the mere act of claiming possessions for the United States by planting flags constitutes a flimsy claim which might easily disappear. "It ought to be clear," says Dr. Hyde, "that if the United States desires to keep or take advantage of what men like Admiral Byrd, and more recently Mr. Ellsworth, have valiantly sought,to win, Congress should lose no time in proclaiming the fact, and in \ declaring to the world that there is a region in the Antarctic which belongs to Un'ele Sam."
