!N EW HIGH COMMISSIONER SIR NOLL MALCOLM British "Wireless EUGBY. Feb. 19 Ma]or-G«neral Sir Neill Malcolm has been appointed High Commissioner for German refugees, in succession to Mr. J. G. McDonald, who resigned recently. Major-General Sir Neill Malcolm who tras born in October, 1869, is president of the British North Borneo (chartered) Company. Me was educated at Eton and Sandhurst and entered Princess Louise's (Argyll and Sutherland) Highlanders in 1889. He served on the North-West frontier, India, 1897-98; Uganda, 189899; South Africa, 1899-1900; Somaliland., 1903-4. and all through the Great War . He retired from the Army in 1924. Sir Neill is editor of " The Science of War."
