HIGHWAY CONTROL
MINISTER'S PROPOSAL RETURN TO EARLY SCHEME The possibility of local bodies being relieved of all liability in respect of maintaining certain arterial roads which can be looked upon as main highways, mentioned by the Hon. RSemple at Ashburton, is a return to the original proposals brought forward about 1920 by the then Minister or Public Works, Mr. Coatcs, whose scheme was based on the Victorian legislation. It was intended that the Main Highways Board should take control of certain arterial roads to be declared later, and that it should be entirely responsible for their reconstruction and maintenance. This, however, met with considerable opposition, notably from the Counties' Association. The scheme proposed by Mr. Coates was supported by the Automobile Associations, but the matter was shelved until the present Main Highways Act Was introduced as a compromise.
