PROBLEMS TO BE FACED HON. P. FRASER'S VIEWS DUTY TO THE PEOPLE [by telegraph—OWN correspondent] HASTINGS, Wednesday The problems which face the Labour Govefnment and the methods which it is proposed to follow in dealing with them were outlined by the Minister of Education, Hon. P. Fraser, during his official visit to Napier this afternoon . "The duty of this Government," said Mr. Fraser, "is first to endeavour to estimate the resources of the country, and second to ensure that all people are placed in a position to receive a return for honest service rendered, so that those dependent on them will bo assured of the necessities-of life. Therefore, the primary essentials are shelter, food and clothing. "Following that is tho question of various services to ensure that health is maintained, and then other services to ensure that every child receives proper facilities for recreation." Organisation ol Resources The Dominion's resources, said the Minister, should be so organised and wealth should be produced in such an efficient and scientific manner that it would be equitably distributed to ensure everyone being healthy, properly housed and properly clothed. The general needs of the children should be attended to so that every child should develop into the finest type of man or woman, spiritually, mentally, morally and physically. "It is to these problems that the first New Zealand Labour Government is addressing itself," Mr. Fraser said. "Governments must look ahead. We ] should endeavour to ascertain what are the requirements now, and what they are likely to be in three or four years' time. At least the Government- can plan ahead and can hold out some hope to the people. The Education. System "I think the whole education system needs revising, and some reorganisation. Nothing will be done without consultation with the people and the boards concerned. It would be against all that Ministers and the Government ever stood for suddenly to step in and to ask people who have given years of service to stand aside and let the Government see what is going to be done. "While the Government has a duty —a serious and responsible duty—the people also have their responsibility, and various means will have to be adopted to implement the promises of the Government."
