GOVERNMENT'S ATTITUDE CONSIDERATION OF PROPOSAL "WILL NOT BE STAMPEDED" [nv TELEGRAPH—SPECIAL REPORTER 1 WELLINGTON, Tuesday In spite of the fact that Pan-Amcri-can Airways appears to be anxious to obtain immediate action from the New Zealand Government with regard to its application for permission to include the Dominion in its proposed transpacific air service, the New Zealand authorities still maintain their attitude that the matter is one in which all difficulties must be fully considered before any decision is reached. The Minister of Finance, Mr. Coates, who has been handling the negotiations on behalf of the Government, again declined to-day to make any official statement on the subject, but in the course of conversation it was learned that New Zealand had felt bound to view tho whole proposal from an Empiro standpoint. Mr. Coates added that the Government was making every effort to expedite matters, and that already several of the early difficulties had been removed. He was still waiting replies on certain points from the Canadian and Australian Governments. Tho Minister said the Government could not bo stampeded into entering into a contract without full consideration. He did not view seriously the implied threat to remove tho service elsewhere if tho Government did not come to a prompt decision. UNITED STATES MAILS

PAN-AMERICAN TENDER EARLY SERVICE EXPECTED (Received October 22, 5.5 p.m.) WASHINGTON. Oct. 2t Pan-American Airways was the only tenderer to-day for the Post Office contract to carry mails from the United States to China, via Honolulu and Manila. The company asked for two dollars per statute mile for a specified load of 8001b. and one dollar per lb. for an excess load for each 1000 miles. The company expects the contract to bo awarded to it shortly and to inaugurate the service by November 15.
