GERMANY AND LEAGUE WITHDRAWAL ON OCTOBER 21 TWO YEARS' NOTICE EXPIRES OBLIGATIONS DISCHARGED By Telegraph—Press Association— Copyright (Received October 14, 6.5 p.m.) British Wireless RUGBY, Oct. 13 It was announced at Geneva this morning that the German Government has 'paid all its outstanding dues to the League of Nations, amounting to 5,000,000 gold francs. Germany's withdrawal from the League on October 21, at the expiration of two years' notice of her intention to do so, will therefore become effective. Under Article I. of the Covenant any member may withdraw after two years notice, provided that all its international obligations and all its obligations under the League Covenant have been fulfilled at the time of withdrawal.
By Article I. of the League Covenant a State, on joining, " shall give effective guarantees of its sincere intention to observe its international obligations." The next clause of this article provides the conditions of withdrawal, and is related to the former. It reads: " Any member of the League may, after two years' notice of its intention so to do, withdraw from the League, provided that all its international obligations and all its obligations under this Covenant shall have been fulfilled at the time of its withdrawal." Among the obligations under the Covenant is that of paying its proportion of League expenses. This is now set out in an amendment that came into force on August 13, 1924: "The expenses of the League shall be _ borne by the members of the League in the proportion decided by the Assembly.
