NO MORE RATIONING NEW DECREE ISSUED STATE TO FIX PRICES (Received September 26, 9.15 p.m.) MOSCOW, Sept. 26 The virtual abolition of the entire system of rationing foodstuffs throughout Russia is announced in a decree signed by MM. Stalin and Molotoff. This permits the unrestricted retail sales of meat, fish, sugar, fats and potatoes at prices fixed by the State. Also it orders a reduction in tlie price of bread the rationing of which wa* abolished on January 1.
