CONTROL OF RAILWAYS The establishment of board control of tho New Zealand Railways was advocated by Sir Julius in a public works statement submitted to the House of Representatives half a century ago. Following is an extract from his report, which appeared in the New Zealand Hkrald of August 26, 1885: " The best method of governing the railways is by a board of commissioners.
