OPENING OF CONGRESS CLAIM TO EQUAL RIGHTS LUCERNE, Aug. 20 In the presence of 400 delegates, M. Xahum Sokolow, president of the World Zionists' organisation, opened the Zionist Congress with a declaration urging international action against the persecution of Jews and in favour of equality of right throughout the world and freedom to rebuild Palestine as a national home.
