SOVIET TROOPS MASSING
EASTERN FRONTIER TENSION APPREHENSION AT MOSCOW (Received August 4, 5.5 p.m.) MOSCOW. Aug. 3 As a precautionary measure, the Soviet is massing 160,000 troops at Irkutsk ready to advance to the Mongolian fronter at a moment's notice. Manchukuo's demands in Outer Mongolia are causing apprehension at Moscow.
