GERMANY'S DEBTS
A YEAR'S MORATORIUM 1 BRITAIN NOT AFFECTED BERLIN, June 24 Dr. Schacht, Minister of Economics, has declared a complete moratorium on all maturities arising from Germany's medium and long-term foreign obligations to America and other countries with which Germany has no clearing or transfer agreement. The moratorium does not affect British creditors. It will become operative on July 1 for one year and it is attributed to deterioration in the exchange situation.
