COMMENT BY THE TIMES (Received June 25. 5.25 p.m.) LONDON, June 25 Tn the course of a genial editorial article on the " wheelbarrow Derby " in Victoria the Times says the names of Mt'ssrs. T. Parkinson and S. 10vans are now secure on the roll of fame among the immortal pairs who have done something no one ever did before. Henceforth the wheelbarrow need not fear neglect. Messrs. Parkinson and Evans have made it famous.
