DEADLOCK REPORTED NEGOTIATIONS BREAK DOWN ARBITRATION AGAIN SOUGHT (Received March 14, 6.45 p.m.) LONDON. March 14 The Daily Telegraph's Addis Ababa correspondent states that the discussions between the Emperor's representative and the Italian Minister relative to the neutral zone and Italy's claim for compensation for the recent frontier incidents have broken down. It is understood that the Ethiopian Government has sent a Note to Rome asking for a definite reply to the question whether Italy will submit the whole dispute to arbitration.
