REFORM IN THE LAW ALLEGED OFFICIAL APATHY [BY TELEGRAPH—PRESS ASSOCIATION] NELSON, Thursday At a meeting of the Nelson Hospital Board the chairman, Major Dagger, expressed disappointment that the department, judging by the address of Dr. T. G. Gray, Inspector-General of Mental Hospitals, at the recent conference of hospital boards, had lost all its enthusiasm for -putting the Mental Defectives Amendment Act, 1928, into operation. All fresh evidence that had accumulated since 1928, said Major Dagger, emphasised tho necessity for reform. Political expediency was, in his opinion, tho cause of the department's lost enthusiasm.
