SURPLUS TONNAGE PROBLEM ESSENTIALS TO PROSPERITY LONDON. Feb. 26 The annual report of the Chamber of Shipping says it is impossible for shipbuilding to prosper as long as a surplus tonnage remains. Effective rationalisation by British builders had assisted the shipbuilding industry in weathering the storm, but prosperity must ultimately depend upon a revival of the economic demand for new tonnage. With the scrapping now going on, and that which may result from international action, the time will be brought nearer when shipbuilding will be restored to a healthy state in which it can rely on new construction needed to replace marine losses, wear and tear, and the steady, moderate progress required for the expansion of trade. This will be more healthy than sporadic bursts of activity resulting from artificial measures.
