NAVAL NEGOTIATIONS
JAPANESE ATTITUDE THE NON-TREATY POWERS (Received January 10. 12.5 a.m.) TOKIO. Jan. 9 The Japanese Foreign Minister, Mr. Hirota, informally told the French Ambassador that the French idea of inviting non-treaty countries like Germany to participate in the naval negotiations was not acceptable to Japan because it would make more remote the chance of rebelling a new agreement which Japan so earnestly desired.
The recent lengthy conversations in London had demonstrated the difficulties even of the three Powers concerned agreeing and more negotiators would only multiply the complications and defeat the object. , Mr. Hirota also indicated that he was well aware of France's dislike for the ratio s3 - stem.
