COUNCIL PLAN OPPOSED "ACTION NOT JUSTIFIED" MR. DYNES FULTON'S CRITICISM CONTROL BY GOVERNMENT [from OrR OWN correspondent] HAMILTON. Sunday "I regret exceedingly to find that the commission's recommendation favours virtually a Government-con-trolled industry from top to bottom," said Mr; Dynes Fulton yesterday, in commenting upon the report of the Dairy Commission. The base of the suggested control scheme, he added, was the Dairy Board, and at the top was the "Mussolini" council of three members, termed the Council of Ijroduction and Trade. This would also be appointed by the Government. "I do not think for one moment that the dairy industry will accept the commission's recommendations," continued Mr. Fulton. "I consider that two Government members on the board would be sufficient, and the other six should be bona fide producers, who should elect their own chairman. It is suggested that representatives need not necessarily be producers. In my opinion that is quite wrong, and could, in time, eliminate bonji fide producers from the board altogether." The supreme council of three that the commission recommended, said Mr. Fulton, had been given extremely wide powers, and could dominate any board controlling pastoral products. Be considered that if the Dairy Board, the Meat Board, or any other board, was not able to manage its own affairs, it should make room for those who could. It was his definite opinion that a properly elected producers' board could look after its own business better thau anyone else, and he considered the appointment of the council would not be justified. He hoped the dairy iudustry would strenuously oppose the handing over of its affairs to what was obviously a Government-controlled organisation. In conclusion, Mr. Fulton said the commission had brought down a very comprehensive report, which could not be completely digested in a few hours. However, , the commission was to be congratulated on the clear and concise recommendations submitted to Parliament.
