" WIRE-PULLING " ALLEGED POSITIONS AND PROMOTIONS [by telegraph—press association] CHRISTCHURCH, Friday The opinion that a commissioner was needed in municipal government to attend to staff appointments and promotions was expressed by the Rev. J. K. Archer, deputy-Mayor, when speaking at the Public Administration Society's dinner last evening. "One of the most disheartening fea-tui-es of local administration," said Mr. Archer, "is the amount of wire-pulling tb<it goes on, and the amount of pressure that is brought to bear. One has to have the courage to form one's own decision and make sure it is carried out. Some people seem to have no realisation of the limitations of the friends they try to manoeuvre into responsible positions."
