The Secretary of State, Dr. Lammers, announced that Herr Hitler is above the Reichstag, which cannot bring any charge against him in the Courts. All Ministers henceforth will be answerable to him alono. State Governors also will be required to take the new oath. Dr. Lammers -said that the responsibility of the Leader-Chancellor toward the Ileiclistag no longer has even a legal foundation since obviously it is impossible for the head of the State to be answerable to Parliament. In any case the Reichstag, when it passed the Enabling Act, renounced its claim to further power. " Herr Hitler has come into power by legal means," declared Dr. Lammers. "He was nominated by the President, elected by the people and confirmed in office by the Reichstag. His rise to power has swept over the whole of the people and borne with it a new conception of the State. The only outstanding question is the complete fusion of party and State, which is a juridical problem the future must solve."
