AMERICAN UNDERWORLD EVIDENCE AS TO IMPORTS SENATE INVESTIGATION (Received September 20, 5.6 p.m.) WASHINGTON. Sept. 19 For a time to-day the proceedings before the Munitions Investigating Committee of the Senate were turned from the inquiry into the exportation of American arms to one about the importation of foreign arms. It was revealed that a certain Captain Tauscher, Herr von Papen's assistant at the German Embassy in 1916, was doing a big importation business in sub-machine-guns from Germany of the type ordinarily used by American gangsters. An intimation was given that these guns were diverted into underworld channels.

Taking cognisance of many foreign protests, the committee issued a plea to the peoples of foreign countries, particularly those in South America, to support the investigation as an aid to world peace. It declared that evidence involving prominent officials, both American and foreign, could be continued where the facts warranted that course.
