NEGOTIATIONS FOR SALE BREAKDOWN ANNOUNCED TOKIO, August 13 The negotiations for the sale of the Chinese Eastern Railway have been broken off in Manchukuo. The Foreign Minister, Mr. Ohashi, is to return to--morrow to Hsinking. fhe Soviet Ambassador definitely refused to make concessions, and Mr. Ohashi replied that he was ready to return to Tokio and would resume the negotiations when the Soviet was willing to listen to reason.
