THREAT OF A STRIKE HIGHER WAGES DEMANDED (Received April 22, 5.5 p.m.) WASHINGTON, April 21 The railway unions recently were urged by President Roosevelt to accept a six months' extension of the 10 per cent cut in wages, the owners to pledge themselves to use increased earnings for the rehabilitation, equipment and extension of the services and to absorb more unemployed men. The unions have rejected the suggestion, declaring that the workers have lost faith in the operators. Therefore they demand a return to the pre-de-pression wages level or they will be obliged to call a strike.
