Feb. 1 The German reply to Austria's throat to appeal to the League of Nations rejects the complaints and declares that the problem tannot be solved internationally. A message from Vienna says the Council of Ministers considered the German reply unsatisfactory and stated: " Wo will follow the path we are now driven to pursue." A cablegram from Geneva on January 22 stated: M. Pllugel, Austrian Minister in Switzerland, sounded Sir John Simon and M. Paul Boncour to-day regarding Germany's treatment of Austria. It is understood his reception was encouraging. There is some possibility of an appeal to the League, but everything will depend on Germany's answer to the Austrian Note. If the former givea an assurance that it will check the flood of arms, munitions, money and propaganda now flowing across the border the situation may improve. The Chancellor of Austria, Dr. Dollfuss, indicated in a sjx;ech to the Council of the Lower Austrian Peasants' Party on January 29 that Austria's patience had ended regarding the position with Germany.
