LETTING OF CONTRACTS INDEPENDENT LOW TENDERS (Received January 12, 5.5 p.m.) WASHINGTON, Jan. 11 Several operators of independent air lines appeared before the Senate's investigating committee to-day. One estimated that the Government had lost about 1,670,000 dollars through ignoring low tenders. He contended he could have supplied an equivalent service. All were inclined to criticise the allegedly dictatorial manner in which Mr. Walter F. Brown, who held office in the Hoover Administration, handled the matter. Through the Press Association, Mr. Brown announced he would welcome a chance to refute the charges before the committee. He denied that he had destroyed anything but personal files in the papers which he burned.
