TRADES UNION MOVE FEATURES OF RESOLUTION / LONDON. Sept. 7 The Manchester Guardian says the nnti-war resolution which the General Council of the Trades Union Congress has undertaken to consider, and proposed by the International Federation of Trades Unions, differs from" previous pious denunciations of v/ar, as it provides a concrete plan to prevent an outbreak of hostilities. It requires a general strike, before mobilisation, as afterward the welfare * of the recruited men's relatives becomes the only consideration of most working-class families. The refusal of a nation to accept arbitration would automatically result in a general strike, and., whore no free ■unions exist, as under a dictatorship, the workers of othor countries would institute a boycott. The scope of the resolution is exemplified i». the Si no-Japanese conflict, where, if the resolution were generally fcyidopted, it would mean a general boyH|tof Japan. '•
