ARMS CONFERENCE

AMERICAN DELEGATE PRESIDENT'S INSTRUCTIONS NEW YORK. Aug. 22 Mr. Norman H. Davis has been instructed to return to the Disarmament Conference at Geneva by President Roosevelt. He has been told to support the French proposal for a commission, or supervision and control of arms throughout the world. Mr. Roosevelt, in conference with Mr. Davis announced also that he was standing by Mr. Mac Donald's plan for the elimination of weapons of offence.
