SOUTH AFRICAN MEDIATORS FAILURE OF EFFORTS Times Cable LONDON, Aug. 3 It is disclosed that the High Commissioner for South Africa in London. Mr. C. T. te Water, and two of tho South African delegates to the Economic Conference informally attempted to settle the economic dispute between Britain and the Irish l* ree State. They met Mr. do Valera and one of his Ministers, Mr. Joseph Connolly, but failed in their object. Mr. do Valera refused to accept Mr. Ticlman Boos as chairman of a proposed land annuities tribunal. He insisted upon a lion-Empire chairman.
