MR. ROOSEVELT'S SCHEME ARRANGEMENT WITH BANKS WASHINGTON, Aug. 2 Fourteen hundred banks affiliated with the American Bankers' Association joined the industrial recovery move-meniJ,o-day under a modified agreement with President Roosevelt. The administrator of the movement, General Hugh Johnson, has declared to bo in force for these banks and an additional 6000 which do not belong to the association a temporary code under which their employees are to receive a minimum wage of 12 dollars a week in towns with populations of less than 2500 and 15 dollars a week in cities of more than 500,000, for a 40-hour week.
