NO RASH PROMISES
POLICY OF MINISTER MR. BITCHENER'S EXPLANATION [BY TELEGRAPH —PRESS ASSOCIATION] CHRISTCHURCH, Thursday Since he was raised to Ministerial rank and took the portfolio of Publio Works, the Hon. J. Bitchener has refrained from giving any promises in reply to requests of deputations to spend large amounts of money. He has followed the same policy, while temporarily holding the portfolio of Education. Mr. Bitchener explained his attitude Avhen replying to a deputation of the District High School Committee of Methven yesterday. He said that if he made promises to authorise expenditure he might later have to shatter hopes . which he had built up by telling them, . » that Cabinet had not approved the expenditure. In the Methven deputation's caso he said he would go into the matter officers of the department and see what could be done.
