MELBOURNE, July 26 According to a letter received from South Africa by Mr. J. F. Guthrie, who represents Victoria in the Senate, conditions in that Dominion are desperate. Owing to a prolonged drought and losses of sheep—quite 12,000,000 —men who were wealthy a few years ago are ruined now. Farms are being sold at Is per morgen (two and a-half acres). Dairy cattle is unsaleable and feed cannot be procured. ,
