OTTAWA AGREEMENTS
DISCUSSION IN WASHINGTON LONDON, April 11 The Ottawa agreements, it is learned, Hrill be discussed with President Koose- ' vclt by the Prime Minister, Mr. MacDonald, when the latter is in Washing- "■ ton. The Prime Minister's arguments will be devoted chiefly to a justification of the agreements, of the success of which he is convinced. The Dominions will be kept informed of the progress of the conversations.
