April 15 The Prime Minister, Mr. Mac Don?., aid, and his daughter sailed for New York to-day by the Berengaria. In the House of Commons yesterday Mr. Mac Donald stated that when he is in Washington he will discuss with President Roosevelt the questions of war debts, wholesale price levels and disarmament. Both Governments were agreed that there should be a preliminary and candid examination of the war debt situation, the settlement of which would be one of the greatest blessings to the present generation. The Prime Minister added that an instalment of Britain's debt payment would become due on June 15, and before then there would have to be a personal and candid examination, for it was not going to be merely a • matter lor experts. No provisional • agreement, however, subject to the acceptance of the Cabinet, would be. entered into as the result of his visit to Washington. There would be merely; exchanges of views. Mr. Mac Donald said he would take the opportunity to speak to Mr. Boosevelt in his (Mr. Mac Donald's) capacity, as president of the Worlu Economio Conference. No great success could result from that conference unless part of the obstructions in the way of international trade were removed. He wanted to secure co-operation of a most cordial character, and if he could do that he thought his mission would be successful. The Prime Minister is being panied to America by Sir Robert Vansittart, Permanent Under-Secretary for. Foreign Affairs, Sir Frederick LeithRoss, Economic Adviser to the Government, Mr. J. A. N. Barlow, private secretary, Mr. E. Overton, of the Board.' of Trade, and Messrs. Howard, Smith and M.
