MR. ROOSEVELT'S ADVICE / WASHINGTON. April 12 The existing wars in South America Tvere condemned as a backward step by President Roosevelt in a speech to-day in connection with tho commemoration of Pan-American Day. The President proposed that the American Governments should initiate individual steps promptly to " abolish all unnecessary and artificial barriers and restrictions which now hamper the healthy flow ot trade between the peoples of the American Republics."
